Senate defeats draft bill to bar draftees from combat
The Senate rejected a measure to bar draftees from combat roles in Indochina after Dec 31. The 52 to 21 vote against the amendment kept the all volunteer army goal alive, arguing it would erode morale and create privileged soldiers. Sen. Nelson and others argued the move unconstitutional and politically driven. A separate Tunney proposal to extend the restriction to any future combat zones was defeated 61 to 7.

California withholding tax bill stalled by Assembly committee
A Democratic dominated committee postponed action on Gov Ronald Reagan’s withholding income tax bill as members debated tying it to a broader tax reform package. Assemblyman William T Bagley warned the bill is essential to keep the state functioning while opponents favored a tied reform approach. The measure would require a mid year windfall of 245 million dollars to fund higher education construction and coastal land purchases, with implementation aimed for January.
