Legislative Counsel George H. Murphy warns Reagan tax ceiling could let hundreds of wealthy couples avoid state income tax by exempting two tax preference items for those under an $8,000 joint income. Aides disputed the reading and minimized affected numbers. Pearl Williams in Compton is honored as the nation's oldest foster grandparent at 104 working as a foster grandparent for two mentally retarded children. The counsel notes that a joint return under $8,000 with tax preference items over $30,000 would owe no state tax on those items or on the under $8,000 income.
