City Council heard a preliminary budget proposing a 25 cent per $100 tax increase to support a 1.924 million general fund for 70 71. The plan, written by City Administrator Gene Wahlers, would raise the total rate to 1.49 while outlining departmental cuts and new spending.
Mao Zedong urged global unity to defeat U S imperialism and predicted revolutions in the United States and abroad would topple the Nixon administration. He warned of a potential world war while denying any immediate Chinese military action in Indochina.
Assembly Speaker Robert T. Monagan pledged to keep trying to pass Governor Reagan's $100 million tax revision plan before the session ends. Reagan opposed any compromise to use the package for more school aid, but left open a possible tax increase next year if needed to meet a school crisis. Republicans aim to revive the plan by amending it into a preexisting bill despite Democratic resistance.
A public meeting will be held at 8 p.m. in the Veterans Memorial Building to hear an up to date report on the Lompoc Narrows Dam project. Bureau of Reclamation official Phil G Macias will present cost increases of about 20 million dollars raising total to 87 million while benefit cost remains about 1 34 to 1. Funds for water without flood control would rise to 160 per acre foot from 110. Revisions are anticipated after Corps of Engineers reevaluates floor control, delaying final estimates by two months.

Eight government troops died and 25 wounded while 96 Communists were killed Tuesday in the drive raising total Communist fatalities to 480.
A 16 year old Negro boy was arrested and charged with the murder of James M. Floyd 57 a longtime NAACP leader. Police said witnesses guided them to the suspect and a .22 pistol was found at the home. ballistics tests were to confirm if the gun was used. Georgia law bars releasing the suspect’s name due to age.
Lompoc City Council approves creation of a Water Commission to study city water problems and an Industrial Committee to explore bringing industry to Lompoc. Seven members named to the commission to be set by ordinance, with Scolari to chair per mayor’s preference, and Lefkowitz-led industrial panel includes Planning Commission and Chamber of Commerce figures with advisors from City Administration, Chamber, and Flower Power group.
