Reservoir site talks end as SMID moves to eminent domain
Months of negotiations between Solvang Municipal Improvement District and William Reelfs over a reservoir site on a parcel under an acre have collapsed. SMID directors unanimously voted to pursue eminent domain after Reelfs warned he would withdraw his offer if not heard from by May 16. The plan had envisioned annexation of Reelfs property in exchange for $17,500, with the land not currently inside the district. The board also decided to revoke a prior May commitment and notify OEQ of the withdrawal from last October.

Monthly sewer charge increase approved by SMID directors
Solvang residents will see higher sewer bills after the Solvang Municipal Improvement District adopted Ordinance No. 33 following a public hearing. The rate changes align with California water board guidelines tied to a $1.475 million clean water grant and require a flat residential charge while charging commercial use by water consumption. The interim rate runs through June 30, 1977 with full rates effective July 1, 1977. single family homes rise to 4.65 a month from 2.85, multi dwelling units 2.60 per dwelling, and commercial rates include 40 cents per 1000 cubic feet above 1000. Atty. James T. Barnes urged delay for broader discussion, while water engineer Edward Jagielski Jr. defended the plan. Fred Bates's motion to adopt passed unanimously.
