Senators McGovern and Hartke denounce Nixon’s seaport mining plan as reckless and an escalation toward Armageddon. AFL-CIO chief Meany urges backing the President during the crisis as Humphrey plans to return to Washington for leadership talks.
The United States mined Haiphong and other North Vietnamese ports after President Nixon announced a sealing action to cut off imports. Officials noted no planes were lost in the first phase and warned the move could trigger a Soviet response while domestic protests and SALT talks continued.
UPI reports American planes mined six North Vietnamese harbors and bombed rail lines to China under President Nixon's plan to cut off war supplies. Thieu warned of grave danger and urged sacrifices as Communist forces overran bases near Kontum and pressed toward the Central Highlands. Haiphong and other ports were targeted as raids aim to block foreign aid and cut North Vietnamese logistics.
Antiwar protesters reacted to President Nixon's Vietnam policy with new actions at Berkeley and New York banks, and mass marches near Boulder Colorado and Santa Barbara. About 1,500 UC Santa Barbara students blocked U S 101 traffic. 150 Minnesota protesters spoke with Gov Wendell Anderson. 1,000 plus blocked Boulder turnpike. injuries and arrests reported in New York incidents.
North Vietnam plans to resist the American blockade by storing military hardware near battlefields in South Vietnam. Communists reject Nixon conditions for a halt, demanding full prisoner release and a comprehensive cease fire with a firm pullout date and a new Saigon cabinet in place.
Lompoc planners say overzoning may have cost property owners thousands of dollars over the years and could total tens of thousands. Community development director Al Autry urged rewriting the zoning ordinance to six categories, noting 11 of 23 categories unused and discrepancies with maps.
UPI reports a rising Democratic registration edge in California driven by 18 to 20 year olds registering about 3 1 2 to 1 in favor of Democrats. County officials and GOP figures show Democrats at 56.4 percent, the highest since 1966, with 9 million eligible voters for the June 6 primary and over 5 million registered Democrats.
County supervisors said they acted in haste on April 17 when a 4 0 vote downgraded the general plan. They set a full public discussion for May 30 with citizen planning groups and homeowner associations, and reconsideration was urged by Supervisor George H Clyde amidst protest of no notice.
The Lompoc City Council and Parks and Recreation Commission meet at 7:30 tonight to seek restoration of 20,264 in Parks and Recreation cuts for three priority projects and to add 1,500 for a used bus for recreation programs. They aim to fund two more tree trimmers, senior facility drawings for Ryan Park, and part time maintenance help. The meeting is open to the public, with a series of budget sessions beginning Thursday at City Hall.
