UCSB police routed a student occupation that followed a similar action six years earlier. Demands called for the resignations of the affirmative action coordinator Raymond Huerta and the campus newspaper’s governing body, more minority faculty hires, and a tenure program review for the Chicano Studies Department. The events spanned about ten days of rallies and demonstrations.
President Ford proposes a $507 million aid measure to help up to 150000 South Vietnamese and Cambodian refugees through June 30 1976. The plan, open ended, would fund humanitarian relief with no US troop deployment. Broomfield will introduce the bill and says 124399 refugees are already in or headed to the United States.
The Pentagon announced a 2 percent troop reduction in Thailand from 27 000 to 19 500 by June and the return of about 130 U.S. aircraft flown there by fleeing South Vietnamese airmen. Bangkok had called this a step toward total withdrawal by 1976 while talks continue.
The UPI report states Americans evacuating from Saigon fault Ambassador Graham Martin for slow, secretive action leaving Vietnamese behind. Refugees were flown to the USS Blue Ridge and arrived in the Philippines, with criticism of silenced plans and chaotic embassy scenes in Saigon.
City council session will review a survey showing merchant support for South H and South I Street improvements as part of the Downtown Revitalization Program. Planning Commission discusses the coastal plan and recommends action by city officials and regional meetings.
Secretary of State Henry Kissinger told the Rockefeller Commission that the NSC did not order illegal CIA domestic spying. He said he has not discussed assassination plots and noted former CIA chief Helms criticized Shorr over reports of plots. The panel probes alleged domestic spying.
The Provisional Revolutionary Government of South Vietnam has applied to UNESCO World Health Organization and the International Meteorological Organization and urged U.N. Secretary General Waldheim for prompt admission. Algerian Foreign Minister Bouteflika, with Saigon assent, sent the note.
Former South Vietnamese Vice President Nguyen Cao Ky absolves the United States of blame for Saigon's collapse and pins fault on ex-President Nguyen Van Thieu. Ky says he would take physical action if he met Thieu, while praising American sacrifices and noting his role in seeking changes after the March offensive.
