In Lompoc a year-old group named El Concilio with 20 members aims to voice community needs. Led by Rosendo Aguirre and Joe Gonzales the organization seeks bilingual education, affirmative action, and city hiring reforms while coordinating with schools and agencies.
Coast Guard officials defend a new sea lane linking the Alaskan Valdez oil field to a deepwater terminal near Morro Bay California. Eight electronic monitoring stations will oversee traffic with limited daily tanker departures and a 280 mile pipeline to refineries in Richmond.
U S consulate staff fled Da Nang after a heavy rocket and artillery assault by Communist forces. Bao Loc and Hoi An fell, giving the communists control of large areas of South Vietnam. Evacuations by air and sea intensified as refugees crowded Da Nang airport and docks.
UPI reports a heavy rebel barrage halted the U S airlift to Phnom Penh with 51 shells and 107 mm rockets striking Pochentong airport. Government troops ceded two positions on the east bank of the Mekong as insurgents push toward the capital, while rockets and mortars move into the rocket belt west of the airport.
CHP will issue warnings to 1966 to 1970 model car owners for lacking NOX devices as the legislature debates repeal. Assistant Commissioner Alva Cooper said citations will wait until the status of the law is settled, with court actions and ongoing opposition noted.
