President Nixon orders a 60 day freeze on consumer prices starting today, wages remain unfrozen, and a tougher Phase IV system is expected in August. The plan limits most prices to their June 1 8 levels, exempts raw farm products and rents, and envisions an IRS led profit sweep and new authority to curb exports of key agricultural commodities.
Jeb Magruder testifies that former Attorney General John Mitchell approved Watergate bugging plans and helped plot a cover up. He says President Nixon had no knowledge of the conspiracy, and outlines meetings with Haldeman Dean Mardian and LaRue that shaped the cover up.
Santa Barbara and San Luis Obispo counties face a January 1 1975 deadline to notify the state if they want State Project water by 1980. If not, the coastal aqueduct plan could cost the counties at least 74 million dollars. County leaders debate elections and options as discussions continue with the State Water Resources Director and advisory committees.
Gov. Ronald Reagan blasts the Senate Revenue and Taxation Committee for killing his tax ceiling amendment and urges Californians to sign petitions to place the measure on the ballot. Santa Barbara County supervisors adopt a roughly 77.8 million dollar general fund budget and 7 million dollar revenue sharing plan amid expectations of stronger revenues. Taxpayer groups call for a possible cut up to 20 cents, but officials warn against overusing surplus funds to avoid future rate rebound.
City Administrator Gene Wahlers trimmed about 338000 from the 18 general fund funded departments to balance the 1973-74 budget while maintaining current service levels. Council members weigh further cuts and potential use of 215000 in federal revenue sharing funds. The Building and Facilities Maintenance budget took the largest hit with capital items slashed from 284500 to 600, including a 270000 parking shed project.
