Agriculture official denies Soviet grain purchase charges
In a sharp clash before the investigations panel, Agriculture official Carroll Brunthaver said he was not told in July that the Soviets had begun buying about 1 billion dollars in wheat and grain, contradicting Continental Grain vice president Bernard Steinweg who asserted he warned Brunthaver of the deal. Chairman Henry Jackson urged returning both men to testify again as he criticized the contradiction. Butz defended the department's handling and the wheat deal amid farmers' upset over prior misleading reports.

Water moratorium fight and Goleta Valley housing grants
The board heard a critic raise concerns over a moratorium linking water supply and environmental review. Orville J. Howells challenged the Onstott tract subdivision, alleging unmet planning conditions and lack of water company approval, plus deficient sewage facilities and no environmental impact report. Supervisors pressed for truth on allegations as they approved two residential maps, one 45 acre three lot tract with septic systems near Santa Ynez, and an 163 acre 85 unit Goleta project with environmental clearance and water to be provided by Goleta Water District. Ed Hergenrather of Los Angeles developed the Brinkerhoff Ave. site, while Mallas Associates of Woodland Hills plans the Walnut La. project with minimum lot sizes 30 by 66 feet.
