Karabian and 40 other Democrats pushed AB 144 a $250 million education financing measure in Sacramento while Republicans boycott. He frames the issue as political and cites Gov Reagan's education program. Goleta Valley K Mart Plan Rejected by County Panel

The County Planning Commission voted 7-0 to deny a $3.5 million K Mart complex on a 11 acre Patterson Ave site, rejecting both General Plan amendment and rezoning requests amid strong local opposition and traffic concerns. Commissioner Eugene Sexton abstained due to potential conflict. An appeal to the Board of Supervisors is planned.

LAFCO to discuss new SY district proposal

The Local Agency Formation Commission will hear a recommendation to create a Santa Ynez Community Services District to improve sewage facilities. The meeting at 2 p.m. in the County Administration Building will consider a five member board and early takeover of street lighting if voters approve the district.

The Lompoc Unified School District eyes a $1.183 million boost from AB 144 as Sacramento approves a $250 million school aid measure. While district revenues rise to about $12.522 million, expenditures at $12.769 million reflect a 6.6 percent raise for staff. Seven Injured In Two Accidents Involving Mission Hills Family

Seven people were injured in two crashes yesterday and today. A Mission Hills mother Alice E. Flummer, 38, and her three children were hurt when her car failed to stop at a sign and was struck by Paul K. Kennedy, 50, in Lompoc. Don 9 and Larry 7 suffered back fracture and concussion. Harold 11 had cuts and bruises. Two pedestrians in a separate three car crash on Highway 246 near Solvang were listed in critical condition with head injuries.
