Possession of an ounce or less becomes a citable misdemeanor with a $100 fine, or a ticket and court appearance, effective Jan 1. Santa Barbara deputies said Michael Butler who produced Hair ran a plantation of more than 3000 opium poppies at his suburban Montecito residence.
