California Court Ends Two-Thirds Bond Vote Rule

The California Supreme Court ruled that a simple majority suffices for bond issues by city counties or school districts. The decision, not retroactive, takes effect in 30 days and does not apply to current cases. Justice Mosk termed it a Pyrrhic victory for petitioners mocking preferred solvency safeguards. The ruling noted few states require two-thirds votes and cited no data linking such rules to better credit or fewer defaults.
