In Sacramento Governor Reagan and Democrats clash over a $6.59 billion budget as the state operates without funds. The conflict centers on school aid, tax increases, and a record of volunteers filling roles while officials warn of severe problems.
South Vietnamese troops and Cambodian mercenaries trained by Green Berets arrived in Phnom Penh to defend the capital. Armored columns opened routes to Kompong Som and along the Phnom Penh Bangkok highway while Khmer Krom mercenaries joined the defense. Communists were reported within six miles of the city as U S aid and supplies flowed in. Two American helicopters were shot down near the Cambodian border, eight U S troops killed and five wounded.
Lompoc City Council grapples with reduced 1970 71 revenue after the census set population at 22466 versus the prior estimate 26732. Officials consider a recount cost and proceed with limited actions until a budget is adopted.
United Nations reports the Soviet Union presented a Middle East peace formula to the Big Four in hopes of restarting Israel Arab talks within the U N framework. Malik reportedly outlined plans urging Arab recognition of Israel and its borders as a step toward withdrawal from territories occupied in 1967.
Cairo reports four Israeli planes shot down while Israel acknowledges two losses in the Suez region. Egypt says Phantom and Skyhawk aircraft attacked Suez Et Shat Shallouta Qantara with ground forces repelling the attackers and no casualties. UPI notes boosted morale and potential gains for Nasser amid ongoing canal fighting.
Publisher J Donald Adam says no Record publication on Saturday July Fourth. Vistas magazine and other Saturday features will move to Friday edition. When major holidays fall on Saturday the paper will not publish.
July 9 1951 birthdates were selected as No 1 induction priority in the 1971 draft lottery. Robert Roth 21 of Hartford Wis drew the first capsule for July 9 19 year olds, with August calls reduced by one third and potential no further draftees this year. Roth will report to Fort Sill as a commissioned second lieutenant after Ripon College graduation.
Earl Calvert, head of the Lompoc Valley Historical Society and new president of the Conference of California Historical Societies, outlined a statewide drive to preserve California’s historical heritage. He aims to grow local societies to 100, stresses natural heritage, and proposes school outreach aided by Max Rafferty. Calvert noted local sites in the valley including a South G Street fire station, the old Colonial Inn, and a diatomaceous earth block building.
