Planning chiefs dispute over county and city planning groups
Robert C Lilley told the commission there is no conflict between the County Cities Area Planning Council and the County Planning Commission. Planning Director Herbert Divelbiss warned HUD regional officials may end funding if the council cannot operate as a separate department, risking absorption by SCAG which serves Ventura and neighboring counties. HUD officials say the council cannot properly service both county and city needs without distinct status.
