Battle Over Wild Rivers Lands In California Budget Fight
In Sacramento the 1972 legislative session opened with a clash over wild river designations led by Sen. Peter Behr who seeks to name the Eel River among protected wild rivers. Collier opposes the Eel inclusion while targeting the Smith Klamath Shasta Scott and Trinity rivers. Revenue disputes cloud the Reagan budget, with analyst Post asserting a larger tax surplus than Reagan admits. School finance remains contentious as Post argues for more state aid despite Reagan’s bigger budget and a court ruling criticizing the current financing system for being discriminatory to poorer districts.
