Storm clouds over Brown flat monthly pay raise plan
Gov Edmund G Brown Jr proposed a flat 65 dollar monthly raise for all state employees from clerks to judges as part of a 12.6 billion budget, aiming at a no tax, 519.3 million surplus era of limits. Opposition warned it would break incentive pay and under cut benefits for low earners. The plan drew mixed reactions from employee groups and the California State Employer Association, with some calling 65 dollars inadequate and unrealistic while others supported the concept. Brown urged agencies to allocate the raises evenly though the budget does not require flat sums.
