Four parties to the Vietnam ceasefire agreed in Saigon to start releasing prisoners of war on Monday, freeing about 3,000 POWs including 142 Americans. Reports from Ban Me Thuot described clashes as North Vietnamese officers were injured by rocks, while combat losses and truce violations were tallied in the weeks after the accord.
Washington sources confirm a Record report that a move to salvage Title I aid uses state administered special revenue sharing funds. Congressman Perkins works on legislation to fund after Title I ends June 30, matching current programs for reading, math and bilingual or culturally disadvantaged students. Lompoc Unified received about $164,000 this year for El Camino and Fillmore schools, with details pending committee action.
