Pentagon demands more data on Laos POWs from Paris

The Defense Department says the Laos list of seven officers and three civilians is incomplete. Pentagon spokesman Jerry W. Friedheim notes U.S. records show six POWs and 311 MIAs in Laos, and the ministry urges more information from North Vietnam through diplomatic channels.

Reagan to Begin Shuffling Agency Reorganization In California

The Reagan administration will start March 1 moving the mental hygiene Public Health and Health Care Services departments into the new Department of Public Health. The plan aims to cut 1000 middle management positions over two fiscal years by attrition. Health care services MediCal will funnel into the new department by April 1.

Cease-fire in Saigon region shows new low for conflicts

South Vietnam marked the Lunar New Year with a drop in cease-fire violations and no major battles, though intelligence found two documents suggesting the Viet Cong and North Vietnamese planned continued fighting. In 18 hours ending 6 a.m. Saturday 108 truce breaches were reported, with 29 Communist deaths in five skirmishes and 29 hamlets reported penetrated.

Nixon Nominated for Nobel Peace Prize Consideration

Oslo sources say President Nixon is among about 40 nominees for the 1973 Nobel Peace Prize the Nobel Foundation announced. The list includes Yugoslav President Tito and Dom Helder Camara, with the foundation noting Nixon's Moscow and Peking trips and anti-nuclear efforts as basis for nomination.

Lompoc Hospital to revise plan for long term care unit

Hospital Administrator Kenneth D. Wicks will draft an alternate proposal for a 74 bed long term care convalescent hospital after a state council setback. The plan follows a special February 19 directors meeting and a January 17 variance denial by the state council. A $1.5 million bond approved by voters supports the expansion and site purchase on Walnut Avenue and Third Street.

OEP drafts plan to ration fuels in national energy crisis

The Office of Emergency Preparedness released a draft plan circulating among top officials that would require a national emergency to trigger rationing of fuels from gasoline to home heating. It outlines prioritizing essential trucking rail and mass transit and using substitutes like coal where possible. The plan resembles World War II rationing and follows Senate findings of falling heating oil production. Darrell M. Trent says heating and diesel oil could be boosted by hundreds of millions of barrels daily. The electric utility sector plans a cooperative research push with $75.1 million in expenditures.
