Water Quality Board Defines Dredging Order for Corps

California Regional Water Quality Control Board declared a formal order over the Army Corps of Engineers regarding Santa Barbara Harbor dredging. The measure assigns new waste discharge requirements to the corps and subjects the city of Santa Barbara as its agent under updated procedures. A seven member panel, including Norman Caldwell and A W Ebeling, unanimously chose to record the directive as an order despite objections that it should be a memorandum of understanding. The corps faced delays on a plan of action for compliance, while defending a 24 hour a day dredging request to clear the channel and sustain the city dredge pace. The corps must protect East Beach water quality and boost monitoring under the new discharge duties.
