Senate rejects marriage booklet distribution bill
The California Senate defeated AB931 11 to 17. Senator Dennis Carpenter called the idea of handing out a marriage and parenthood booklet asinine, while sponsor Senator John Foran argued it was needed amid high divorce rates and youthful marriages. The measure would have mandated a Department of Consumer Affairs booklet on legal and financial marriage and parenthood responsibilities.
