Conservation comes to California lawmakers in Bay cleanup push
In a landmark session, the 1969 California legislature expanded the San Francisco Bay Conservation and Development Commission, extending shoreline jurisdiction and wetland control, while imposing a new $6000 daily fine on polluters. The drive also sought DDT bans and tighter smog rules but faced mixed success amid opposition from business lobbies and farm interests.

The state Water Resources Control Board priority list places Lompoc far below the cutoff, with only projects from last year carried over likely to get reimbursable grants. Lompoc sought 628 040 dollars, about 45 percent of the total project cost, and the city’s priority rose from 64th to 46th, with a projected cost well above one million dollars.
