Two appointments to 1st Strategic Aerospace Division named

Maj. Gen. William C Garland announced Col. Ralph H. Dowell Jr. will become chief of staff succeeding Col. Jerrold M. Vivian, and Col. Thaddeus P. J. Gicewicz is named deputy chief of staff materials. Dowell has long missile and flying credentials including command roles at Vandenberg Ellsworth Offutt and a 6,000 hour flying record. Gicewicz brings 13 years in missile operations and maintenance with Atlas Matador Mace Titan and Minuteman experience.

Pioneer Days Celebration features two heritage contests

Lompoc hosts a three day Pioneer Days event on August 12 to 14 with a historical window decoration contest and a costume contest for employers and employees. Contest judging is by the Lompoc Historical Society and Lompoc Pioneer Society with gala Kickoff Breakfast at Lions Inn, 8 a.m. Thursday.

Seven more ag preserves approved despite General Plan conflicts

The Board of Supervisors approved seven additional north county agricultural preserves totaling 2 060 acres. Three conflicts with the General Plan involve prime land in the Santa Maria and Guadalupe areas owned by Alfred Mendonza Margaret Collins and Mary C Silva. Second District Supervisor Charles F. Catterlin voted against the three conflicting preserves. Advisory committee denied two near Santa Maria city limits but supported the Guadalupe parcel.

Goleta Valley approves 116 condo map north of University Village

Board of supervisors authorized a tentative map for 116 condominium units at Marymount Way and Mills Way, north of University Village golf course in Goleta Valley. Ray C. Jacobs appointed to County Park Commission. deputy district attorney salary raised to 632 biweekly for Walter Matthews working in consumer fraud unit. Space shuttle site debate renewed with support for California location. possible decision this fall with Vandenberg and Edwards facilities noted. Earl E. Pont named trustee of Guadalupe Cemetery District to replace the late Charles Campodonico. 1971-72 district budget proposes pay raises and Social Security coverage for employees.

Four Contracts Awarded at VAFB Totaling 419000

Vandenberg base procurement division announced four contract awards totaling about 419000 dollars. MODIC DBA Modern Industrials of Santa Maria received 351283.59 dollars for constructing a contractor operated civil engineering supply store. Hubbard Van and Storage of Santa Maria got 26904.93 dollars to move office furniture for SAMTEC and contractors. Le-Rich Constructors Inc at Vandenberg AFB earned 29335 dollars to install a heating plant. Car-O-Matic Sales Inc of Michigan City Indiana was awarded 12000 dollars for an automatic car wash.

Board eases criteria to include smaller Carpinteria Valley farm units

The Board of Supervisors approved liberalized criteria for agricultural preserves recommended by the County Agricultural Preserve Advisory Committee. The change allows contiguous farm economic units as small as five acres within a 40 acre preserve if gross sales total at least 5 000 dollars in the past three years or have strong planting commitments. Local farmers expect about 50 parcels to qualify, while officials caution the shift may clash with the state land conservation act. City officials oppose smaller-unit preserves and seek in depth studies on urban impact.

Cuyama Valley seeks supplemental water amid drought fears

Cuyama Valley residents urge county action as water table falls to record lows and a subdivision well is condemned. Lamar Johnston of the Cuyama Soil Conservation District presents a resolution asking the Board of Supervisors to develop firm plans for supplemental water or alternatives, with the issue referred to the County Water Advisory Committee for a fair allocation plan. Concrete channel plan questioned over stream trees

Sierra Club and conservationists challenged Goleta Valley flood control plans arguing the 600 foot concrete channel along Atascadero Creek harms natural stream beauty and kills eucalyptus groves. Flood Control Engineer Stubbner and Supervisor Grant supported delaying approval of the 15 lot Clarence Minerly Associates subdivision to study environmental impact.
