Washington reports final HEW rules cut federal participation in day care and other welfare services with July 1 effective date. WEH officials say the changes expand access via a sliding fee for near poor families while aiming to move families off welfare onto work forces.
Floodwaters fed by the Mississippi and Missouri rivers push toward record highs in the Iowa Missouri area with levee breaks near St Charles Missouri. Homes abandoned by 800 residents and thousands more displaced as bridges close from Keokuk to St Louis. Six deaths reported and damage runs into hundreds of millions as National Guardsmen and volunteers race to shore up defenses.
Lompoc postmaster Perry Martin announced a Postal Week starting Monday. The event includes selling 10 new stamps honoring postal workers at the Lompoc main office Vandenberg AFB branch and local contract stations. Tours of the main post office are offered at 9 a.m. and 3 p.m. on Wednesday, Thursday, and Friday with souvenir envelopes and first day covers available while supplies last.
U S Assistant Undersecretary of State William L Sullivan arrives from Washington with a dossier on Communist cease-fire violations. He will present it to North Vietnam's delegation in preliminary talks at a Hanoi villa near Choisy le Roi. Sullivan and Nguyen Co Thach plan a Paris meeting to set up mid May negotiations with Dr Henry Kissinger and Le Duc Tho following the Jan 27 peace treaty.
PG and E spokesman cited heavy salt fogs as a conductor interfering with power transmission in Lompoc over two nights. Lights dimmed and some cable channels scrambled. a brief 1% hour restoration followed an earlier 900 to 1000 block West Lime and Hickory Avenues outage.
President Nixon sorts out the scandal impact and considers a major overhaul of his staff. Haldeman is the focal point of exit talks while Melvin Laird is reportedly considered to lead a staff restructuring. White House denies any job offer to Laird.
The Health Facilities Committee of the State Health Planning Council voted 5-2 in Visalia to back a variance for Lompoc convalescent hospital with 50 long term beds and 32 board and care beds, eight of which remain in the current Hickory Avenue facility. The full state body will review the recommendation in May amid anticipated opposition. Assemblyman MacGillivray has proposed bypass legislation.
The Santa Ynez Valley Insignis residential recreational complex appears close to approval after the County Planning Commission backed a compromise plan. A 5-3 vote favored a lower 351 acre tentative map keeping five acre parcels for agricultural use near an 18 hole golf course, with upper acres rezoned for recreation. The Board of Supervisors is expected to act soon.
