Moral obligation bonds draw Senate criticism in housing plan
Senators labeled the $300 million moral obligation bonds in the omnibus $1 billion housing finance bill a gimmick that could mislead investors. Sen. John Holmdahl warned widows and orphans would be hurt when relying on a nonbinding state promise. The Senate Finance Committee postponed a vote, as did the Assembly version, while bankers debated whether moral backing was needed to market the bonds for low and moderate income housing.
