Bell Jr. Enters Senate Race As Finch Ally And Lawyer

Arthur S. Bell Jr., longtime partner of HEW Secretary Robert H. Finch and a Democrat, files to run for the U S Senate. Bell says he aims to push workable search and seizure laws and a streamlined warrant system, while denying plans to challenge Finch in the Republican primary. Bell markets a one page campaign as part of a larger book project on becoming a senator.
