Melton B. Burns 76 of Solvang, a retired general surgeon obstetrician gynecologist and ophthalmologist, is elected vice chairman of the Santa Ynez Valley Senior Citizens Advisory Council in charge of membership. The center hosts a monthly free blood pressure clinic at Solvang Veterans Memorial Building drawing about 100 people.
