City budget study begins deadline for council May 20

City officials press ahead with department head interviews to finish a preliminary budget by May 20. Four departments have presented budgets. interviews continue through April 25. The 1969 70 budget may be lower than last year 4 077 187 due to library project completion and flood tax losses offset by sales tax gains.

Artificial heart replaced with living donor heart

Dr Denton A Cooley performed a landmark procedure at St Luke's Hospital replacing an artificial dacron heart in Haskell Earp with a human donor heart from a 40 year old Massachusetts woman. The donor died of brain damage after an emergency flight to Houston. The operation followed Cooleys earlier synthetic heart implant the prior Friday.

Court limits deviations in one man one vote rulings

The Supreme Court ruled 6 to 3 that states must keep congressional districts near equal population with little leeway. Missouri and New York plans were rejected, forcing new redistricting. The decision affirms equal representation and warns against any nonarbitrary cutoff points for variances.

Rogers vetoes immediate Vietnam troop pull-out

Secretary of State William P. Rogers said the United States would not pursue an immediate unilateral withdrawal from Vietnam though he left room for later actions. He favored possible partial allied withdrawals this year and did not rule out U S troop reductions without communist withdrawals.

Eckhoff Named Santa Barbara County Public Defender

The County Board of Supervisors approved Robert G. Eckhoff for Santa Barbara County’s first public defender. Eckhoff, 40, is district attorney of Butte County, chosen from 38 candidates. Starting salary is 1619 monthly, effective May 16, with department functioning possibly by June 1 as deputies are added.

Weather Outlook Clear Through Tuesday With Mild Temperatures

The forecast calls for clear conditions through Tuesday with high temperatures in the mid to upper 60s today and the 70s by Tuesday. Tonight's low will dip into the 30s to 40s with light winds. April 8 tides show high tides of 5.1 feet at 1:08 am and 3.1 feet at 5:38 pm and low tides of minus 0.2 feet at 9:26 am and 3.0 feet at 7:44 pm.

Burglars Hit Lompoc Schools In Weekend Break-Ins

Lompoc police investigated a safe burglary at Lompoc Junior High School over the weekend yielding 115 dollars in cash and two athletic stop watches. A separate entry at Lompoc High School’s industrial arts building likely Friday night left little missing. Sunday’s cafeteria burglary at the high school reported a small cash loss and several milk cartons.

Nixon urged by Speaker to push legislative agenda

Speaker John W McCormack pressed President Nixon to speed up his legislative proposals. He said Nixon’s delay makes it hard for Democratic leaders to chart plans for the 91st Congress while noting his predecessor Lyndon B Johnson’s stronger early performance.

Lompoc School Board Faces Grim Finances and Deficit

Lompoc Unified trustees will review a report showing rising per student costs from 1960 to 1968 while assessed valuation grows slowly. The district faces a 1969 70 deficit of 762000 and has raised taxes and cut programs, with planned early renewal of district insurance to save about 10000.
