Proclamation on Resumption of Specie Payments in Pennsylvania
Governor Rirner declares that Congress failed to grant full control over national wealth and currency, urging banks to resume redeeming notes in gold and silver by August 13. The move aims to restore credit and deter illegal paper money, with Pennsylvania poised to enforce constitutional measures if needed. The Pennsylvanian hails it as a victory for Democracy against irredeemable Federalism and Anti-masonry.

Banks Move Toward Resumption of Specie Payments
At a Philadelphia General Committee meeting the resolutions backing a convention were passed by a large majority. The Bank of the United States will stop paying or receiving interest on balances after August 1 and will adjust balances by payment. A circular to out of town banks explains the move but cautions it is not a general resumption announcement. Letters from Philadelphia imply a wider resumption on August 1. The General Committee dissolves, leaving each bank to act independently as Mr Biddle loses control.
