Thunderstorms, tornadoes, and hail erupted as cold fronts clashed with heat across the central and eastern United States. In Wisconsin, twisters damaged mobile homes and barns, with injuries reported. Hurricane Ginger moved toward North Carolina with gale winds and coastal threats.
President Nixon signed the bill restoring the draft after a three month pause while delaying the pay raise. The measure, passed by Congress on Sept 21, allocates a 2.4 billion dollar military pay increase but subjects it to a 90 day wage price freeze, delaying Oct 1 raises and extending the draft to June 30 1973 as the U S moves toward an all volunteer force.
Officials of the International Longshoremen's Association authorize strikes at East and Gulf Coast ports if New York shippers drop a guaranteed income plan when contracts expire at midnight Thursday. A wage scale committee from Maine to Texas led the vote after a Tuesday meeting.
Ohio Natural Resources Director William Nye warns state parks may close or fees rise if the Senate budget cuts are not restored. He outlines options including closing high cost parks or tolling day use and overnight stays to cover rising operating costs amid inflation and new facilities.

In Saigon President Nguyen Van Thieu ordered police to shoot to harm rioters who threaten lives amid extremist violence. Spokesman Vu Khanh said officers must react to conflicts and punish those causing violence, with a fatal strike allowed for those burning cars if necessary. An explosive device injured 24 in Gia Dinh near Saigon as protests occurred in Da Nang and a firebomb targeted a American firm in central Saigon.
A wildcat coal strike spreads to four Wyoming County mines idling at least 2 000 West Virginia miners in two counties along with 600 idle by a walkout in southwestern Pennsylvania. The Thursday evening shift may be the last to work, per a southern West Virginia company official. Eastern Associated Coal Corp mines in Wyoming County report 1 500 miners idle today across Kopperston No 1 and No 2 and Harris No 1 and No 2 mines.
Ohio lawmakers approve a 172 million interim appropriation for October, extending the interim funding through mid October to allow a conference committee time to craft a 1971 73 budget and tax plan amid deep tax and spending differences. The Senate backs a separate funds measure through October 15 as talks continue.
City council members discussed funding for water and sewer projects to be built with federal grants and reviewed the city's financial status. They considered renewing the income tax ordinance, and debated allocations between the general and capital improvements funds while noting rising costs and overtime pay in the police department.
The Red Cross bloodmobile will be at the Logan armory from 10 a.m. to 4 p.m. Thursday. Several special appeals for blood have been issued for surgical patients including Kenneth Jones and others in Logan, Zanesville, and nearby areas. The infant son of Mr. and Mrs. Donald Starkey needs blood due to RH negative compatibility, and Myra Clark of Logan also appeals for donations after using nearly 20 pints.

Ervin doing business as A M Restaurant at 76 West Main Street files with the Ohio Department of Liquor Control to transfer two permits to Gilbert Anders doing business as A M Restaurant at the same address. The permits are a D-1 for 3.2 percent beer on and off premises and a D-2 for high powered beer and wine on and off premises.
President Nixon and Andrei Gromyko meet at the White House amid newly announced U S Soviet agreements. They plan to sign accords on modernizing the Washington Moscow hotline and preventing accidental nuclear war while Berlin security talks face East West hurdles.
Ohio University proposes binding arbitration on two grievances from the 900 nonacademic workers strike including layoffs of service and laundry staff and Baker Center employees. The plan would apply immediately after the strike ends, with further arbitration of the entire grievance procedure.
South Vietnamese reinforcements and U S bombers launched a counteroffensive along the border to reopen a 30 mile highway cut by North Vietnamese forces threatening allied positions. Reports say ground contact was light with two North Vietnamese divisions pushing a three pronged campaign indicating intensified attacks near Tay Ninh and Krek.
Two West Virginia glass plants resumed production after a partial end to the strike by the American Flint Glass Workers Union. Seneca Glass Co. in Morgantown and Viking Glass Co. in New Martinsville restarted on the morning shift, while Fostoria Glass Co. in Moundsville and Fenton Art Glass Co. in Williamstown remained idle with 700 workers still on strike.
