The Senate voted 48 to 36 for a 23 percent reduction in U S land based troops overseas with 40 000 cuts by next June 30 and 70 000 more by December 31 1975. Hudson Humphrey said most withdrawals could come from Asia and the Pacific while NATO forces in Europe stay intact.
