The House Ways and Means Committee approved a revised Nixon tax plan, trimming business relief and boosting individual relief. The package moves to a full House vote around Oct 6, with income thresholds and exemptions increased for low income filers.
The United States won a round by getting its two China resolutions recommended for General Assembly consideration and building cosponsors including Japan. It faced a setback in the Steering Committee which favored separate items and backed an Albanian resolution to seat the Communists and oust the Nationalists. Taiwan criticized the U.S. plan, calling it a violation of the UN charter.
Frost nips U S edges the nation as a cool front moves from the upper Great Lakes to Texas. Mostly cloudy, cooler conditions with 60s highs forecast for the Hocking Valley. Hurricane Ginger threatens Bermuda while tropical storm Janice remains east of Barbados.
Officials admit the massive U S air raids aimed at fuel storage depots rather than missiles or guns. President Nixon ordered the strikes to blunt a dry season push of troops and supplies southward.
Capt. Ernest L. Medina, acquitted of murder and related charges in the My Lai case, states he bears no bitterness toward the Army and will resign from active duty. He praised military justice, thanked his family, and expressed happiness at the not guilty verdict after a brief jury deliberation.
Jurors in the Col. Oran K. Henderson case have the rest of the week off. Henderson will appear for a special hearing on the adequacy of the U S government's search for a My Lai massacre report written by Lt. Col. Frank A Barker shortly after the incident.
Ohio Governor Gilligan says budget fate rests with the Republican majority after failing to rally Democrats and labor to a statewide income tax plan. He blasts interim funding as bad governance and vows not to sign further temporary appropriations while noting a 151.6 million interim budget and 2.75 million for distressed school districts. He warns the legislature to act or face political consequences.
Officials from the Federal Environmental Protection Agency and Ashland Oil Inc reached a 1972 deadline for abating phenol pollution in the Big Sandy River, which flows through southern West Virginia and eastern Kentucky.

Marvin G. Katz of the Ohio Department of Natural Resources will present the facts on Gov. Gilligan's austerity program and park closures at the Hocking County Democrat Rally and Bean Dinner at the Izaak Walton League clubhouse Lake Logan. The rally starts 4 30 p m with dinner until 6 p m Tickets available at the door or from central committee members. State Auditor Joseph Ferguson and Rep. Don Maddux among leaders present. Local Democrat candidates will be introduced.
Logan High School students Leslie Sue Hitchcock and Ruby K. Wesselhoeft are among roughly 15 000 national National Merit Scholarship semi finalists. They scored highly on the NMSQT taken last February and seek finalist status for about 3 000 Merit Scholarships next spring.
ATHENS Ohio AP Picket lines formed on Ohio University campus after a court halted a strike by 1500 nonacademic workers. About 100 to 200 pickets gathered early today as officials awaited court order notice before action potentially leading to arrests. Local 1699 was named in the restraint.
At a press conference in Athens Paul Corey director of the State Personnel Department indicated the Gilligan administration strongly endorses statewide bargaining powers for public employees organizations. He said key members from his office are working with other state officials to prepare a definitive executive order to supplement existing laws and create an ex officio policy from the governor's office.
The American Federation of State County and Municipal Employes representing about 900 non academic staff faced a court order to prevent a planned strike. Oscar McGee said the walkout aimed to protest three months of grievances including layoffs of 42 women without notice or seniority considerations. Ohio University officials warned that state law and the agreement prohibit strikes and threatened measures for participants.
Hamilton County Board of Elections ordered to register qualified students at learning institutions in the county. Judge Timothy S. Hogan heard the case as it clashes with Ohio law requiring students to register and vote in their home counties.
