Administration leaders selected by President Roosevelt to devise a federal crop insurance plan will hold their first conference this week. Group chairman Joe Wallace said the initial step is to determine reserves necessary for insurance and the maximum reserve stock of wheat, cotton, or corn needed to meet year to year demand.
Japanese marines trained for landing parties sailed from Tokyo to China to guard Japanese residents and quell anti Japanese demonstrations. Emperor Hirohito and Foreign Minister Arita met at the palace regarding the alleged anti Japanese terrorism which led to orders for the expedition. In Youngstown Catholic leaders announce the first Diocesan Eucharistic Congress in the city.
Footsore but jaunty thousands of World War Veterans joined the 12 hour parade through Cleveland as part of the eighteenth American Legion Convention. The four mile march ended at Municipal Stadium after a long day of ceremony and a nocturnal showing dubbed the 40 et 8 wreck. City businesses closed and storefronts were barricaded as crowds swelled for the spectacle.

Federal agents join state highway patrol and local authorities in an intensive manhunt across northeastern Ohio for 19 month old Harry Browe of Detroit and the suspected kidnapper. The suspect, 30, rode with a two year old in a east bound car after leaving a Cleveland restaurant. A broadcast warned they were heading toward Youngstown or Pittsburgh on Route 422 or 87. Youngstown police say no trace yet. The Browe baby was kidnaped in Detroit on Sept. 5.
Gov. Alf M. Landon barnstorms Missouri and Wisconsin as he eyes Des Moines for a farm policy address. He plans more than 30 rear platform talks, with three prepared speeches to win farmer and stockman support across Missouri, Iowa, Minnesota, Wisconsin and Illinois. The Des Moines address will outline agricultural problems and solutions.
In Middletown Ohio a badly decomposed male body was found in a small city stream. Hurley Gilley, 14, spotted the head and shoulders while boating and alerted his parents who contacted authorities. The body likely lay in the stream for several weeks and age could not be determined due to the condition.
American Negroes in New York celebrate the 74th anniversary of emancipation with a reminder from President Roosevelt that freedom must be achieved and guarded through constant vigilance. The president emphasized that freedom cannot be bestowed and urged ongoing effort to maintain rights.
Cincinnati says it has more pre 1850 firms and institutions than any city west of the Alleghenies. A Chamber of Commerce report lists 76 old business and industrial enterprises, 67 active, with nine including colleges and universities. Pittsburgh has 43, Cleveland 27.

Minneapolis Sept 22 Three men were injured during a strike at Archer Land Company Linseed plant. Two were hit by an air rifle shot and a building was fired at. A searchlight illuminated the plant and strikers lines. One employee was wounded in the arm.
Berlin reports a circulated rumor that Adolf Hitler may resign as Nazi leader while keeping the title Der Fuehrer. The same story suggests Col. Gen. Hermann Wilhelm Goering could succeed him, after serving as aviation minister and Prussia governor.
