Olive L. Hoskins, the sole active woman warrant officer in the U S Army, retires after 30 years of service. Her career began with an act of Congress in 1986 that upgraded army field clerks to warrant officers.
In East Liverpool, a Negro lawyer James Ferguson filed a racial discrimination charge with the Columbiana County grand jury as it convened with 43 cases on the docket. Ferguson alleges Cornelius Smith was involved in the incident at a local tavern.
E F Kruse of Columbus Ohio announced requirements for the 1938 agricultural conservation program for 10 northern central states. Individual farm goals set for soil depleting and conserving crops determine payments on a graduated scale with a productivity index used to calculate per acre rates and yields for corn tobacco potatoes cotton and other crops.
In New York City delegates open the 19th American Legion convention at Madison Square Garden. Commander Harry Colmery warns of Nazi influence, urges constitutional protection and an independent judiciary, and backs neutrality in labor disputes while pushing for universal military training. 963,690 Legion members noted.
Fire trucks responded to a smoke sighting at the Oasis restaurant formerly Ambrose Grill on Main Street. Firemen searched the rear kitchen area but found no blaze, with a trash fire in the alley suspected as a possible source of the smoke.
Dr. Carl Watson WPA chief estimates 165 814 spectators can watch Buckeye football this season in 65 new stadiums costing about 3 000 000 dollars funded by federal and local WPA funds with 11 more under construction in Columbus Ohio.
In Detroit on a Sunday dinner visit, Pearl Ross age 20 and John Ross age 22 were found dead in their basement apartment. Police suspect foul play or poisoning as investigators examine the scene with the Mensiers, the bride’s parents, reporting a table for six and a delayed response.
The League of Nations Assembly refused to grant Spain a seat in the league council for three years. Madrid Valencia government failed by nine votes to reach the required two thirds. Spain remains a member and may participate in sessions but cannot vote on council matters.
London reports welcomed Cordell Hulls remark that complete isolation is no longer possible as Britain fears renewed tension in the Mediterranean. Italy resents patrol plans and may ally with Germany Portugal and Albania. Prime Minister Chamberlain weighs ways to ease strain without undermining allied unity.
Warden Clarence Larkin, guard captain W. J. Ryan, two guards, and five convicts were wounded in a 20 minute prison battle at Folsom on Sunday after seven inmates overpowered staff. Two convicts and a guard were killed. Ed Davis, believed to lead the breakout, was near death. Larkin suffered 12 stab wounds. The attackers used crude knives and two dummy pistols during the assault.
A baby named Ivan cried in a Chicago orphanage after being abandoned by his mother in a taxicab with a poverty note. Mrs. Frances Felty later returned to the orphanage and claimed the child, ending the abandonment brief.
Clear skies greet the Logan high school Stadium Field as Ohio Safety Council presents a free two hour outdoor movie screening at 8 P M tonight. The Logan Daily News sponsors the local program with support from the Chamber of Commerce churches Kiwanis and Rotary Clubs as part of a campaign to make Ohio highways the safest in America.
An Associated Press survey reports 18 deaths in Ohio traffic crashes over the weekend. Near Fairhaven the Eaton family of three died when their car collided with another vehicle. Victims were Reuben Cross 42 Bertha 41 and Velma Ruby 16 newlywed daughter.
The Safety Council uses a mobile trailer with a movie projector and loudspeaker to reach thousands of Ohioans weekly. The program features films such as And Sudden Death starring Randolph Scott Frances Drake and Tom Brown, Hit and Run Driver, and Safety for Sale, illustrating the council’s highway safety drive aimed at cutting preventable fatalities, notably those occurring at night in 1936.
Three Oberlin College graduates who served as student representatives at Oberlin’s Shansi industrial and agricultural school left for Hankow on the consul’s advice.
David Weisberg, 29, assistant coach and commercial instructor at Woodward High School last year, died in a Toledo hospital. He had been ill since Aug. 28 and died yesterday. doctors attributed his death to sleeping sickness.

Employees at the Kreger Store in the Odd Fellows building found a few hundred bees from a hive on display had escaped over the weekend. Cold air had reduced their activity, and staff subdued the swarm with fly spray.
The will of Andrew W. Mellon places his entire estate estimated between 100 and 200 million dollars in his charitable trust. The filing occurs today with the will department, handled by the proper probate authority in Pittsburgh.
