Carter Torrijos sign Panama Canal treaty tonight
President Carter and Omar Torrijos will sign the Panama Canal treaty in a ceremony televised to the United States and Latin America. The 13 year negotiation was witnessed by 19 heads of state and representatives from 27 nations at the Organization of American States. The accord calls for phased U.S. control ending in 2000 with Panama gaining full operation while the U.S. reserves the right to intervene militarily if needed.

Atty Gen Griffin Bell urged President Carter to press South Korea's Park Chung Hee for the return of fugitive Tongsun Park to face a 36 count indictment. The case charges Park with conspiracy to bribe U S lawmakers to aid Seoul, with others named as unindicted co conspirators. The probe centers on a scheme spanning 1967 to 1975 that used money and gifts to influence congressional action. Park disappeared from Washington and recently arrived in Seoul. Bell said the Justice Department is ready for trial.
