A two mill operating levy for Logan schools passed by 16 votes after a late Perry County correction. Final tally 1 012 for 996 against with 24 precincts involved and 55 25 in Monday Creek Two Perry County. The levy funds were for one year to raise teachers salaries.
In Geneva the Soviet Union said it will not sign any nuclear test ban treaty without France. Valerian Zorin cited France's Sahara underground test and argued no agreement is possible without Paris. He noted U S detection of the test to argue for national controls over any ban. The talks remain deadlocked over compulsory inspections.
The Episcopal Diocese of Southern Ohio will establish 15 new missions following a three year study. Initiatives include expansions in Westerville and Mason with property secured in Vandalia and the Finneytown Brentwood area of greater Cincinnati. Bishop Roger Blanchard announced the plan Tuesday night.
Washington AP reports the Senate blocked a move to curb debate on the Kennedy administration voter literacy test bill. The leadership bid failed as more than a third of senators opposed invoking the anti filibuster rule, ending the effort before final tally.
Washington reports the United States detonated its sixth nuclear test in the Pacific. The government says the device had an intermediate yield of more than 20 000 tons and less than one million tons of TNT and was air dropped near Christmas Island.
The Starr-Washington school levy an extra 34 mill operating tax passed 205 to 139 for five years. It carried four of five precincts with precinct tallies showing Starr 1 71 41 Starr 2 49 22 Starr 3 32 28 Washington 38 47 Green 1 15 1.
A one mill levy for Falls Two operating costs failed 197 to 165 in Tuesday's primary, carrying in only one precinct. Early returns show mixed results across Franklin Pickaway and Licking counties with health levy defeat and school bond approval in other areas.
Homer E. Pete Abele defeated Fred Rice 14 673 to 13 576 for the Republican nomination to oppose Democrat Walter H Moeller in the 10th District. Abele led in most counties except Rice’s Jackson County surge and Fairfield edge. Results also note Marshall Carlisle’s GOP win for Fourth District appeals judge and ongoing race uncertainty for state senate nomination between H Kent Bumpass and Delbert A Fordham.
The county GOP primary saw Harry Armstrong triumph over Dr. Frederick Blume for state representative. Armstrong, a former county commissioner, leads 938 to 408 while facing Francis Myers in November. Other results show Otto Shaw and Lloyd Whisler unopposed for county posts.
Polls closed at 6 30 p m with unofficial tally at 3 45 a m as 33 precincts reported. Falls 1 A led in early totals while Logan precincts accounted for rapid returns. counting hampered by long candidate lists on Republican and Democrat ballots.
The Army announces a July draft quota of 5,000 men the smallest since partial mobilization began last summer. Previously the peak draft was 25,000 in September with a major reduction seen this year.

Gov. Michael V. DiSalle secured renomination after a fierce Democratic contest with Atty. Gen. Mark McElroy in Ohio. McElroy led a broad campaign opposing DiSalle over unemployment and tax policy, while James A. Rhodes won the Republican nomination for state auditor.
In Hocking County the 1962 primary drew 2 872 ballots with Democrats 1 473 and Republicans 1 399. Moeller and Lausche led Democrats, while Rhodes topped Republicans. Ballots show mixed results across governor attorney general and other state offices with various local winners and party tallies.

Daughters of the American Revolution held an awards assembly at Logan High School honoring nine students. Melissa Horwell won the Good Citizenship award for top Ohio history score. freshmen Jeff Todd and Susan Carmean also received Good Citizenship awards. Eighth grade tied top scores were John Ellinger, Charles Donley, and John White. Beverly Leonard led girls. Girls Homemaker awards went to Louella Julian and Alice Trowbridge. The event featured remarks by Miss Florence Larimer and Mrs. Martin’s greetings, with pledges and songs concluding the program.
Temperatures will run three to six degrees below normal with a normal high of 70 to 75 and low of 48 to 52. Expect a rainy, cool stretch later this week, a warmer weekend, then showers and cooler conditions early next week. Rainfall around one inch.
An Air Force KC135 tanker crashed on takeoff at Loring Air Force Base Limestone Maine early today. Six airmen were aboard and all were killed. bodies recovered from the burning wreckage.
