March 31 AP report says the Japanese army charged leaders of major parties with blocking vital defense laws and forced dissolution of parliament. Emperor Hirohito ordered the dissolution on Premier Senjuro Hayashi's advice, setting a general election within 30 days as army control becomes central issue in the crisis. The move shocks the Diet midway through its 70th session, with navy cooperation pressuring the premier to seek dissolution.
Mrs. Alexander M. Smith daughter of Governor Martin L. Davey said the governor signed and sent back to Columbus by auto a bill changing the appointing authority to fill county commissioner vacancies. She noted the governor, ill in bed, was improving but to stay home for a day or two.
Democratic majorities sent Gov Martin L Davey a bill with an emergency clause to appoint democratic successors when county commissioners die. It shifts appointing authority from probate judge auditor and recorder to the two remaining commissioners and county engineer, citing illness in Clark and Lawrence counties. City water consumers will receive semi annual bills on April 1 with a 15 percent discount for full payment by April 15. Early payments help avoid a last minute rush. Office hours include Saturdays April 3 and April 10. Refunds due will be issued after April 1.

Columbus March 31 The state industrial relations department laid plans to extend minimum wage law to women and minors in retail stores. Oro B. Chapman director of the department issued a mandatory order setting wage scales for 35 000 hotel and restaurant employees effective May 1. Provisions already apply to 7 000 laundry and dry cleaning workers.
