The Ohio Supreme Court ruled 6-1 that six January 1975 partisan bills passed by a Democratic majority violated the state constitution. The court ordered Gov. Rhodes to file them with the secretary of state but said they have no force. Justice ONeill said Brown signature was required to protect legislative integrity. Justice Celebrezze dissented.
