Ohio's 1937 38 budget bill passed the legislature and moves to Gov Martin L Davey. The measure faces possible veto items especially a ban on employee transfers between departments and probes into civil service liquor and highway operations.
Columbus Ohio July 13 AP The State Senate rules committee continued review of Gov Martin L Daveys appointments with Bittinger of Ashland seen as unlikely to advance The panel met long into the night without recommending floor action and insiders say Bittingers nomination drew only one favorable vote from the group
Bespectacled Harry J Ruttenberg described the Massillon confrontation between police and steel strikers as premeditated murder. He testified during a federal hearing on an attempt to bar National Guard troops from the Ohio steel strike area. The skirmish left two dead and 15 wounded as guardsmen restored order after local officials sought aid.
Coroner E. T. Gibboney ruled the death of 19 year old Wilbur Burbage, a WPA worker, accidental after he slept beneath a truck and was backed over by the driver who did not see him. The incident occurred near West Union, Ohio, on July 13.
Peiping reports five Japanese bombers struck the Nanyuan barracks and airdrome south of Peiping while Chinese forces under Gen. Sung Cheh-Yuan repelled a Japanese detachment near the city walls. Tokyo prepares for 10 000 reinforcements as cabinet plans emergency measures and seeks to enforce Japan's rights in China.
The Logan City Council meets tonight with a revised ordinance on barber shop closing hours to be read a second time. Possible actions include plans for N Mulberry Street and cemetery repairs.
Mrs. Freda Wright owner of the Gilbert-Martin photographic studio is ill with intestinal flu at a Pulaski hospital where she had been visiting at the home of Mr. and Mrs. William Cheek.
About 50 Ohio University summer school students led by Professor C R Kinnison visited Logan junior and senior high schools to inspect industrial arts shops. The Logan shops have a reputation for excellence. Luncheon was served by Mrs Army Easterling. Superintendent George Carr led the tour.
In Washington on July 13 AP reports senators split over a court bill with forecasts of a showdown in ten days. Opponents claim 44 votes with others within reach and oppose filibuster while Administration backers say they have enough votes to pass the compromise. The measure would add one Supreme Court Justice annually if 75 plus justices do not retire.
Hollywood reports production of Freedom of the Press a Selznick International Pictures project detailing The Associated Press history from 1848 to its status as a global nonprofit cooperative. The film will use AP records and chronicle unbiased reporting, speed, and reach with 1400 member newspapers and 5000 staff worldwide.
Two strikers died and several others were wounded when city and company police and deputies fired on C I O protesters near the Republic Steel plant in Massillon Ohio. National guardsmen were sent from Canton to the scene as the injured were taken to jail.

George Hannis aged 75 attempted to end his life by diving into a shallow three foot deep well Sunday night. His daughter pulled him out after observing his feet protruding. He was taken to the county by Deputy Sheriff Nellis Smith with only minor injuries.
Dr Harvey W Whitaker a physician and ethnologist died at his Columbus home after months of illness. He was known in Hocking County for his outdoor studies of Sugar Grove flora and fauna and aerial photos of Hocking Park. A naval surgeon earlier in life, he counted King George V among his friends. His niece Miss Sarah Holmes Logan Junior High School faculty was at his bedside.
Honolulu July 13 63 planes—part of the navy's great peace-time search for Amelia Earhart—are ready to skim the mid-Pacific along the equator from the aircraft carrier Lexington. They will cover about 36000 square miles near Howland Island where Earhart and Frederick J Noonan vanished after departing Lae New Guinea on a 2570 mile flight.
Attorney John J. Hoover announced a bill to grant newspaper reporters immunity from punishment for refusing to divulge news sources. He planned to present the measure to the Ohio Legislature.

Three Soviet airmen on a Moscow to San Francisco flight crossed the North Pole amid snowstorms and cyclone conditions. Pilot Mikhail Gromoff co pilot Andrei Yumosheff and navigator Sergei Danilin reported the plane in good condition over McKenzie territory as they neared the Pacific coast ending near Vancouver.
Henry Cotton the British Open champion defeated Denny Shute United States PGA titleholder 6 and 5 in a 72 hole match for a 2500 dollar purse and the unofficial world championship. Cotton led by four at the turn and extended to dormie six with birdies at the 68th and 66th holes. Shute never led after midway.
Ford Hartsough of Lancaster was arrested yesterday on a capias warrant for back alimony and support payments. He faces legal action as authorities sought him for unpaid child and spousal support.
