About 3 600 attendees at Ohio second Statehouse Conference on Education identify teachers as the key to better schools. Data show 99.9 percent say qualified teachers are essential, while 83 percent urge stronger on the job training for teachers and 64.9 percent support higher licensure standards.
Hocking Countians attended a regional conference with participants including James Frey superintendent of county schools C B Chilcote executive head of Laurelville schools Robert Bowers president of the Laurelville school board Harold R Smith principal of Rockbridge school and PTA delegates Mrs Merwin McClelland Mrs Guy Tatman and Mrs Paul Tatman from Laurelville plus Union Furnace PTA delegates Mrs Ruth Hinerman and Mrs Christina Leffler and Rockbridge PTO delegates Mrs William H Wood Mrs Grant Smith Rev Curtis Kirk and Rev Everett Aldstadt.
Gov. DiSalle opened the session as honorary chairman. Delegates, mostly citizens not in education work, discussed 60 percent support for financial aid, teacher training requirements, higher starting salaries for top graduates, tenure law improvements, and reciprocal certificates with concerns over standards. The conference echoes 1958 recommendations that influenced 1959 legislation.
Steubenville Ohio AP Mrs Margaret N Trebbe 45 is held in Jefferson County jail on a warrant tied to the 1959 killing of Don Monhallan a Topeka Kansas junk dealer. He was found shot in his Cadillac at a Topeka shopping center January 18 1959.
Logan Trade Club heard Thomas H. Dudgeon of Columbus say communication is the greatest barrier to community development. He urged persistent, multi phrased efforts and listening to overcome language gaps. New board members Art Gasser Claude Chrisman Howard Blum elected for three years. Ralph Helber reported 253 members last year.
In a Vientiane news conference Education Minister Nhouy Abhay said Laos had cried to SEATO and the UN to protest the Communist invasion to reassure the Lao people the regime had friends abroad. He warned war could follow if SEATO intervened and noted Western observers never confirmed North Vietnamese troop reports. The news conference said foreign powers took the alarms seriously and Lao resistance was to repel foreign invasion.
The Santa Maria, hijacked off Portugal, may receive a U S Navy escort to Belem. Admiral Dennison urged Henrique Galvao to transfer passengers and offered escort ships to assist off Brazil. The four destroyers and 18 planes pursue the liner toward West Africa as Kennedy directs restraint.
The Ohio legislature recessed as Finance Director Maloon works on amendments to align spending with expected revenue. The plan would cut all program improvements from Governor DiSalle's budget, avoid new taxes, and block teacher raises, university funding, and welfare aid.
President Kennedy ordered release of two Information Agency polls showing U S prestige abroad declined in parts of the world during the past year. One study dated October 10 1960 says many in the free world see Soviet space lead and expect Soviet space mastery within a decade. The other from June 1960 notes Britain and France cooling toward the United States after the Paris summit collapse.
U S officials say another effort will seek the release of five Americans jailed in China. Ambassador Beam will press the matter at Warsaw on February 2 during the 103rd China United States ambassador meeting. The five are Downey, Fecteau, McCann, Redmond, and Walsh.
Harold A. Brimner of 871 Mohican Ave. files for mayor in the May 2 GOP primary. He faces Ralph Adcock of 184 N Orchard St and William H. Miller of 195 Wilson Ave. Brimner, a councilman at large since 1960, previously lost to Mayor Francis Myers in 1959 and works as a credit manager at H S Firestone.
Paris reports the United States has delivered 44 pounds of enriched uranium to France for use in an experimental submarine.
Washington AP reports Moscow could attempt a double manned orbit in a single capsule using a large booster. Analysts note Soviet range ships have watched the target area, and two astronauts could beat the US one man in space.
Snow blankets Hocking County with three inches as highway crews battle record winter. Roads vary from slick to passable while teams work through the night to plow and salt. State and city crews report salt shortages and plan reloads, with cold temps and a forecast of fair conditions tonight and warmer Saturday. Meanwhile a vast storm from the South to New England causes travel disruption and multiple fatalities nationwide. Ohio sees lighter accumulations but continued flurries with cold highs in the teens and low 20s.
Dag Hammarskjold cautions that major powers may be drawn into open involvement in Congo if smaller nations withdraw from UN command. He warns such moves could trigger disintegration and active power involvement.
Two U S Air Force officers Captain John R. McKone and Captain Freeman B. Olmstead returned to Washington at Andrews Air Force Base after seven months in Soviet imprisonment. President Kennedy greeted them with their families amid cold winds and a quiet ceremony. The fliers, survivors of a disputed shoot down, were invited to the White House for coffee with top officials including Vice President Johnson and several senators.
Armco Steel Corp. posted lower 1960 sales and earnings. Net earnings were 70.5 million dollars or 4.76 dollars per share on sales of 938 million, down from 77.1 million dollars or 5.21 per share on 1.022 billion in 1959. Mill output fell to 4.964 million tons from 5.129 million in 1959 due to plant closures amid the steel strike.
Logan residents will pay one cent a thousand cubic feet less for natural gas starting March 1. Ohio Fuel Gas Co announced rate cuts in 122 Ohio communities and for 260 large industrial customers. The refunds from pipeline suppliers totaling over $5 million reduced Ohio Fuel's gas costs under the fuel cost clause. This is the first reduction in Logan since the 1938 contract approval.
