President Johnson presents the 1966 budget forecasting a record $99.7 billion outlay and a $94.4 billion revenue. He promises increased Social Security benefits, greater education spending, expanded war on poverty, and continued defense funding with a goal of reduced deficits.
President Johnson asks Congress for 610 million dollars to fund Appalachian Development in 1965 and 1966. The plan targets road building, natural resource development, and job creation across 11 states to combat chronic poverty affecting 16 million people. The program centers on a 2,350 mile highway network and requires federal state and local cooperation.
Rioting students in Hue set fire to homes of those deemed anti nationalist as thousands march toward the government information office. Police and troops stayed back while Buddhist youths clash with security forces in Saigon. about 70 arrests reported. Protests spread to Da Nang and Da Nang’s U.S. service presence and travel were disrupted.

President Johnson proposes a 1.75 billion excise tax reduction aimed at nuisance levies while funding health care for the elderly through higher payroll deductions. He would offset cuts with higher highway and aviation taxes and push to make certain taxes permanent, affecting airline tickets, fuels, and diesel rates.
LBJ shows improvement from a heavy cold and sore threat and says he very much wants to attend Sir Winston Churchill's funeral next Saturday. Press secretary says no decision on London trip yet as doctors keep him hospitalized for rest.
President proposes $1.591 billion for Army Engineers and Reclamation Bureau water work for the year starting July 1, including 37 new Army projects and 9 by the bureau. President Johnson praised Sir Winston Churchill as history's child and ordered the American flag flown at half staff through Saturday. He vowed to attend Churchill's London funeral if possible and expressed gratitude for a life of service during a time of global peril.

Sheriff’s deputies investigated burglaries at the McCune Implement Co on Rt 33 near Logan and at the home of Lowell Ruff on Logan Rt 4. At the business a blunt tool unlocked the back door Friday night and a cash register with $2.70 in change was taken but later found empty on the river ice. Footprints lead toward the river and a coin changer was found in a moved cooler. At Ruff’s residence the front door was forced open Friday night with tools stolen including a double bit axe and wrecking bars. an unsuccessful garage entry attempt was noted.
London AP Sir Winston Churchill died and arranged his own state funeral as world leaders prepared to follow his coffin. President Johnson said he would attend if recovered. Churchill penciled the plan during World War II and laid out the route from Hyde Park Gate to Westminster Hall and along the Thames.
After a major ice storm disabled 30,000 homes, Ashtabula used National Guard units to clear streets. The 137th Armored Tank Battalion sent 50 troops and gear to aid city workers as power outages hit about 25,000 homes in Ashtabula County.
