President Eisenhower sent Congress the new defense plan stressing nuclear weapons and expanded air power. He calls for a $1 billion continental defense boost, troop reductions, and strengthened mobilization while increasing air force wings and shifting to more centralized strategic reserves.
President Eisenhower proposes a constitutional amendment to grant 18-year-olds the right to vote. He notes the Constitution sets no voter age and that states control qualifications under the reserve powers, citing Georgia as already enfranchising 18-year-olds since 1944.
Ohio owner-operators who drive their own trucks plan strike votes at four state meetings Sunday in Cleveland Youngstown Toledo and Cincinnati. James R. Woffa of the Teamsters says a strike date will be set at the sessions amid a dispute with trucking firms over who pays the levy. First payments due Jan 20. Tax rate ranges from 1 to 2 cents per mile on three or more axle trucks.
Washington The Agriculture Department will open a Commodity Stabilization Service office in Cincinnati on February 15 with full responsibility for field activities in processed farm commodities excluding the western area served by the Portland Oregon office.
Ambassador Clare Boothe Luce cautions officials of growing Communist strength in Italy aided by unemployment and union pressure. She urges continued U S economic and military aid to support the pro Western government and notes a State Department plan for about 300 million dollars in defense orders and limited economic aid over six months, less than last year.

Athens reports Mrs. John H. Wilson, 53, of Pomeroy died at Sheltering Arms Hospital from injuries suffered Tuesday in a truck car crash on U S 33 north near Athens.
