Washington AP report says House Ways and Means outlined a welfare bill with cost of living boosts for retirees and a Medicare extension to disability retirees. The plan links benefits to inflation, adjusts payroll taxes, raises base wage to 9000, and introduces higher minimum benefits with new long-service scales.
Consolidated Coal Co announces a bacteria based treatment for acid mine drainage in Appalachia. A pilot plant at Williams Mine south of Fairmont treats about 900000 gallons daily using crushed limestone at 5 dollars a ton, cheaper than 17 dollar hydrated lime.

Henderson Lawyers defending Col. Oran K. Henderson gain access to government information in the My Lai case and seek to drop two charges. After two days of hearings pretrial proceedings were adjourned until April 15. Henderson, 50, commanded units during the 1968 My Lai operation and faces charges of dereliction of duty false swearing and making a false official statement.
Capt Aubrey M Daniel III accuses President Nixon of damaging military justice by personally reviewing Calley’s My Lai judgment. He says Nixon’s actions make a convicted murderer a national hero and subject the judiciary to political influence.
Ohio nursing home care costs near 500 dollars a month up from 225 five years ago. Officials at the Ohio Nursing Home Association cite federal rules wage increases and unionization as drivers, with Medicare and Medicaid funding shaping much of the financial picture. Without changes, costs are expected to climb 10 to 15 percent annually.
Jackson attorney Bud Douthett reports a militant pigeon hovered and attacked his family Sunday evening. The bird pursued Mrs Douthett and the children and tried to enter the home. Officer Jim Cogan killed the bird. County sanitarian Charles Terry found no rabies in birds and cited possible madness from contaminated food.

Ohio officials weigh a theory that illegal narcotics may enter Ohio via planes landing at Wright-Patterson Air Force Base near Dayton. Dr. Alan E. Zimmer said he cannot prove it but notes higher drug addiction in Dayton and direct flights from the Far East. Wright-Patterson officials offered to investigate. Zimmer has shifted funds to expand methadone clinics in multiple cities including Dayton, Columbus, and Toledo.
President Nixon plans a televised address to outline a faster pullout from Vietnam, signaling a reduced American presence. Reporting suggests a monthly rate above 12,500, with estimates of 100,000 to 150,000 remaining in Saigon’s view, and 25,000 to 50,000 for residual force.
