The Supreme Court is asked to review California’s ruling that capital punishment violates the state constitution. The court may decide within weeks, while four other constitutional death penalty cases also await rulings.
Ohio School Supt. Martin W. Essex will head the first nationwide study of U S educational governance funded by a 370000 federal grant. An 11 member advisory committee will guide the 30 month project based at Ohio State University analyzing state local and federal roles and governance models. Dr Ronald F Campbell of Ohio State will direct the study.
Quaker State Oil Refining Corp offers a 50 cent per barrel bonus for oil from new wells in the Hocking field effective today. Producers must sell all oil to Quaker State for three years and bill the company every 90 days. Pennzoil reportedly will offer a separate bonus of 5000 dollars per new well for producers with at least 400 acres of leases.
Government economists warn that excessive withholding from paychecks may hinder economic recovery. New IRS tables from Jan 16 take more tax upfront, and many taxpayers have not adjusted exemptions. Treasury reports January's receipts about 1 billion dollars higher than expected, potentially cutting the current deficit by about 5 billion. Officials say deficits may be 7 to 8 billion lower than January estimates, nudging the budget toward balance under full employment.

Orlando AP reports seven airmen died when a B52 bomber crashed near McCoy Air Force Base in a Silver Beach subdivision. Eight civilians were injured including seven children. The crew stayed with the plane to reach a lake rather than homes, dying in the effort.
A nine foot long frozen bull elephant seal, seized from English zoologists, was found to be an April Fool's Day hoax. Michael Rushton of Edinburgh Zoo called it a young seal far from home, while police confirmed no supernatural monster.
