The Congressional Budget Office reports Carter energy proposals would not force dramatic lifestyle changes. It says Americans may drive more by 1985, with average miles per year rising from 15,000 to about 17,000 under the plan, and driving cost per mile dropping by about 8 percent if enacted.
Lincoln cruiser officer William Welsh, 31, was charged with first degree murder for the shooting death of his wife Christine Duryea Welsh, 26, at their Linden Street home. The incident left their 8 year old daughter with relatives as investigators noted the gun used was a .25 caliber and the dispatcher was shot in the head.
