Senate House conference committee completed action on the farm bill. The measure expands food stamp program reforms and boosts price supports for farmers. Also notes weather page and local education leadership change.
Republicans call the Carter energy bill a ripoff while Democrats hail a rational shift. The House passed the measure 244 to 177, with estimates of future oil savings unclear. James Schlesinger sworn in as Energy Secretary to run the new department, as Congress heads toward Senate hearings in October.
James R. Howerton, president of Roosevelt National Life Insurance Co of Illinois, vows full cooperation with Nebraska and Kansas investigators into sales practices to recruit agents. He will visit Lincoln to meet with the Nebraska department and says the firm is expanding rapidly with few complaints. He notes unfamiliarity with military linked investigations.
President Carter urged Congress to scrap the current welfare system in favor of a $34 billion program aimed at forcing over a million welfare mothers to work, cutting state costs, and eliminating fraud. The plan includes income tax credits, 1.4 million public service jobs, and shifts away from the stigma of welfare toward a Program for Better Jobs and Income.
State Sen. Barry Reutzel says the stolen legislative drug study file contained only his notes and a copy of a committee resolution. Gov. Exon says law enforcement feared undercover informers’ names could be exposed, risking safety. An investigation led by Attorney General Paul Douglas was launched.

United Press International reports the plan costing 30.7 billion, adding 1.4 million public service jobs with 42 percent for welfare recipients. It would send 2 billion to state and local governments, offer earned income credits, and establish work benefits for families and single parents while targeting fraud and administration improvements.
Washington negotiators for the Bell System and about 700000 workers moved toward a wage settlement on the eve of a potential nationwide strike. A federal mediator met with both sides through the night and reported improvements in Bell’s offer after unions rejected it Friday. Sources said there was movement on both sides and a likely further improvement Saturday. Union officials saw an even chance of a settlement before the 11 01 p.m. CDT Saturday deadline.
Officials seek 14 year old Jim Fisher, a ward of the state, last seen after an outing with LOMA clients at Pentzer Park. He is described as blond and blue eyed, wearing plaid pants and a white T shirt, with reports placing him near downtown Lincoln and at Neb 5 and 84th St with an older man.
