Urban opposition collapses as LB518 wins first round approval 29 to 10 to phase out the personal property tax on farm machinery inventories and livestock over three years. Senators signaled amendments may return next stage, debating county rebate formulas and warehousing impacts.
State Engineer Thomas D. Doyle resigns to take a private sector management post effective June 3. Gov. Exon names David Coolidge, 66, district highway engineer at McCook since 1948, to succeed Doyle as state engineer. Doyle will join an Omaha firm with a substantial salary increase. Coolidge will move to Lincoln in late May.
United opposition from doctors and the American Hospital Association opposes a proposed 9 percent cap on annual hospital cost increases. AHA leader J Alexander McMahon says the plan would hurt sick and injured people while HEW cites rising costs and notes past attempts failed amid hospital opposition. Joint House hearings set for May 11 to 13 as Carter pushes two reform bills.
Gov. J. J. Exon signs LB90 requiring color photos on driver's licenses after vetoing LB45 which would force agencies to enforce possibly unconstitutional laws. Exon called LB45 ill conceived and an affront to constitutional principles while aides cited aiding crime prevention with ID photos.

Los Angeles AP reports engineer Cravens Wanlass has designed a more efficient "controlled torque" electric motor that could cut power use by up to one third and save one to two million barrels of oil daily per 500 million motors converted. Tests in California show 20 percent power savings at a Santa Monica fast food outlet. Wanlass says it's viable for air conditioners, pool pumps, washing machines and many appliances, though some fridges pose casing challenges.
Paul Lindt, state executive director of the Agricultural Stabilization and Conservation Service, may keep his post under Carter due to World War II Navy service. Secretary Bob Bergland dismissed nonveteran ASCS and FmHA heads but will appeal a Civil Service ruling preventing firing veterans. A British government study finds the Concorde jetliner produced excessive noise on 72 percent of takeoffs from Heathrow over eight months. It concludes that significant noise reduction seems unlikely.
