Laird Proposes Inspector General Run To Tighten Military Control
Defense Secretary Melvin R. Laird outlined a plan to strengthen civilian oversight of the military by creating an inspector general system within unified commands reporting to the Secretary of Defense through the Joint Chiefs of Staff. Each unified command would carry an inspector general to audit operational military matters, especially command and control, with Hawaii based Pacific Command cited as an example. He argued this could have detected deviations in Vietnam era operations, though he emphasized no fundamental changes or current inadequacies.
