Administration sources say the package may include cotton and soybean oil surplus in the United States. Senate leader Mansfield predicts broad support as a hard cash sale, while Sen. Carlson calls it in the national interest. Republican wheat growers press for assurances it won’t threaten Americans, amid questions about policy and Cuba.
