Kennedy argues for targeted tax cuts to prevent deficit
Kennedy says expansion and modernization spending has been about 11 percent of output, now near 9 percent. He cites 1947-57 growth around 4 percent and post-1957 gains at 3 percent, blaming 1957-60 fiscal choices for budget deterioration and a $5 billion gold loss. He seeks a debt ratio reduction, a tax cut limited to $2.7 billion in the next budget deficit of $11.9 billion, warning a recession could widen the deficit without relief.
