President Carter will appoint a blue-ribbon commission to study how retirement benefits are affected by work outside the pension system. The note cites 1.5 million retired government workers who “single-dip” by earning full pay while receiving full retirement, 141,000 military retirees who double-dip in civilian jobs, and about 30 million Social Security retirees risking benefit loss for extra earnings beyond three thousand dollars per year.
